They don't say how they're broken. I would agree if it was major physical damage or if it was an ordinary rubber dome. If they're fixed w/ a board swap or some trivial fix, it's fine by me. I just happen to have a lower threshold of accepting parts.
Given how broken black M13's, Filcos and black double shots are in this community, that's not exactly a question that can be easily answered. How else do we (correctly/inexpensively) fix up some boards w/o donors?

They sell for over $300 new so somebody might want 'em for parts:

They appear to be for in-vehicle computers, probably for police and first responders.

Interesting that the store's slogan is "do it yourself and save" with the GH implication that you could save a bit more by fixing a broken one.
