Does this happen before or after you press the programming button on the bottom?

I remember one time having to uninstall it in the device manager about 4 times in a row.  Each time checking the “delete driver software from this device” and then rebooting.  The problem I had was I screwed around with zadig and flip too much and it was loading instances of drivers in the OS.  It queues them up so when you remove one, the next one replaces it.  To get back to zero you have to remove each one, one at a time, always choosing to delete driver software.

This was my experience. Yours may differ.

Did you build it yourself or buy it assembled?

If it was DIY, did you test the board before assembly?
