I think it's because it's a POS board (card-reader, etc.). You'll notice the rest of the board is ANSI.

ISO-type Enters seem to be a standard thing on POS boards. I'm guessing it's because Enter is pressed for each item that's rung up—and that, historically, merchants have felt the bigger Enter is easier for their cashiers to find at high speed.

I've never seen an ANSI 8200 that wasn't ISO enter and centered caps.

The caps are lasered PBT (most likely thin), standard 1.25 mods, off-centered 6.25 cherry spacebar.

Sure, but they ended up going for $31.39 each—NIB! Now I'm wishing I had bought one.

And what's the big deal about "thin" keys? (They're not "caps", BTW; that's a term IBM invented to describe the tops of their two-piece keys... When will peeps get that straight?) Unless you've taken a key off and are staring at its backside, what difference would it make? And even then, really? I realize these are a lot of questions. I also realize most of us have probably done a fair amount of gazing at various backsides.
