Chicony 51XX and 53XX were mostly mechanical, all the 59XX I've seen were rubber domes. So I would GUESS that it's a rubber dome.

KB 5191 was fake cherries,
KB 5181 was blue colored monterey switches (looks like alps).
The first "windows 95" keyboards had huge ctrl - alt - windows keys, sort of like my Siig Wintouch keyboard.

59xx models are really simple, cheap rubber domes AFAIK. Very common.
The KB-5323 might be closer to the KB-5311/5312, which is a cheap-feeling and lightweight, but surprisingly rather well-working medium / heavy rubber dome with the classic Chicony matrix. No sliders but reasonably low friction levels nonetheless, and the "decal look" lettering seems to be tough.

There is one behind my step-father's fridge, right where I found an M. It's rubber and doesn't feel that great actually.
