Update: Fixed..
Problem was the Potentiometer..
It should be @ 50k ohm peak, Only reads 1k peak..
That's why the compressor wasn't turning on..
I only figured this out after getting tired of hammering the compressor for 30 minutes.
Prior, I chked every capacitor and relay, what a waste of time.. 3 hours later..

Circuit board is fine. Capacitors are fine..
Fan will turn on, but the Compressor won't start.
Soooooo.. Going to Hit it with a Hammer..
Now, the only question is..
Is it better to Hit it from the side ? or top down, or Diagonally??
