Almost all MVNOs use T-mobile's network, a couple use Sprint but those are becoming fewer and fewer between, the only other one out there is Cricket, using AT&T. All get lower priority than the carrier hosting them, particularly if it's Sprint, since Sprint prioritizes their service, then their prepaid, then Virgin, and finally MVNOs using their network.
The only real exception is Google and Ting, Ting lets you pick Sprint or T-mobile, and Google uses both, but you need a relatively new Nexus phone to do it. I won't touch anything Sprint these days, not only are the phone incompatible with anything else, but the company plays too many games to lock user onto their service. The only reason what they do is legal is because they wrote the FCC exception that allows it.
Best way to shop is find who uses the network you want, then shop among them.
Frankly, Cricket is probably the best option for most people.
