the unicomp version of bulking spring.what is the function of jump and unsolided jump and missing IC？if additional function has I hope to solid jump and ICS

Taking an absolute wild guess here, but possibly Unicomp designed it so that they could use the same circuit board for different versions of the keyboard (PS/2, USB, etc) and just solder on the parts that were needed, leaving empty pads for parts that aren't.
Hard to say for sure without pictures.
