My initial guess is that it could be a rubber dome made by Fujitsu. Fujitsu and ICL has some kind of relation. I would start looking for Fujitsu keyboards and see if I can find a match.

Should pre-date Fujitsu this is from what I understood about seller a Nokia Data desing from around when ICL bought Nokia Data...

Edit: It has membranes from what seller can tell, good I'm not the winning bidder anymore... ;D
