Badly designed graphic on what appears to be a substandard material for a higher novelty price is a no go.  Good gag gift, with an extra bonus that as long as the person doesn't toss it out, they'll probably use it.  Depending on the costume could make an interesting Halloween candy bag.
Unless it is better in fit and function than my favorite pillow cases, then I won't be sleeping on anything else.
