Weird Model M2 Issue

I was craving a Model M2 for a while, so I eventually bought one on eBay that looked like it was in good condition. When I got it, everything seemed to work fine, but I soon realized that it has a problem. Occasionally some of the keys don't work. Everything will work when I plug the keyboard in, but then some of the keys (spacebar and bottom row) will just working until I unplug and replug the keyboard. It doesn't matter whether it's plugged into the PS/2 port on my motherboard or a Soarer's Converter.

I tried replacing the capacitors, but that wasn't the problem because the problem persists.

My keyboard has pretty much sat unused because of this issue, so I was hoping for some help. Does anyone have any thoughts? It doesn't seem like a membrane issue if the keys work sometimes. Could it be a controller issue?
