Altruistic surrogacy is mostly fine, however in the past 10-20 years there's been a huge rise in commercial surrogacy. This frequently occurs across borders in situations where rich parents come to a poor country, hire a local woman as a surrogate, and then take the baby back to their country. Even leaving aside the exploitative nature of things like this, there are huge legal and ethical issues that come up when things don't go as planned. Eg, in 2013 an Australian couple hired a Thai woman to act as a surrogate. She was carrying twins and one of the twins had Down Syndrome. The couple took the twin without Down Syndrome back to Australia, and left the other twin with his mother in Thailand, who was left without support / funds to care for him.

Then you have to think about issues with consent, forced surrogacy programs, etc. It's a pretty shady industry and one that a number of countries have banned outright in recent years.

The idea is fine, the symbolism is definitely off the mark though.
