PayPal and Buyer Protection
« on: Tue, 30 August 2011, 04:44:13 »
I am planing to buy several boards and since I do not know the seller (person to person sell/buy), I was wondering what kind of protection I have if I use PayPal?.

This is the official PayPal info :

Quote
What is PayPal Buyer Protection?
When you pay with PayPal on any website PayPal Buyer Protection covers you if you have a problem. If an item doesn’t arrive or is significantly not as described we will help you to get a full refund.

To qualify for PayPal Buyer Protection:
Use PayPal to complete your payment.
Pay for the item with one payment. Items purchased with multiple payments aren't eligible.
Let the seller know there's a problem with the transaction by opening a dispute in the Resolution Centre within 45 days of making your payment. Then, escalate the dispute to a claim within 20 days of the date you opened the dispute.
Keep your PayPal account in good standing.

If your transaction qualifies for PayPal Buyer Protection you are covered for the full purchase price plus the original shipping charges.

You can report your problem in the PayPal Resolution Centre or the eBay Resolution Centre. Either way, you’ll receive the same coverage. To find out how to report a problem on eBay, go to eBay and click Resolution Centre at the bottom of any page.

Please note that some purchases such as vehicles in the Motors category, intangible items, capital equipment in the Business & Industrial category, and Real Estate aren't eligible for PayPal Buyer Protection.

To learn more about PayPal Buyer Protection and to see a full list of eligibility requirements and exclusions, please review our User Agreement. You can find the User Agreement by clicking Legal Agreements at the bottom of any PayPal page.

BTW I already call them but they have been transfer my call several times, because they can not answer this simple question

are you buying over ebay / paypal invoice or send money option ?

AFAIK it can be quite a hassle to get Paypal to refund you if something goes wrong, but if you stay on it you'll likely to get your money back.

PS. make sure its one of the first two options

first of all thx for your replay. This transaction is a person to person buy no ebay involve. So do I have the same degree of protection than ebay, when isa person to person buy?

Just for reference I will make the transfer as a payment not a gift. Gifs is okay if is 5 or 10 bucks but not several hundreds

If you don't trust the seller and/or are willing to take a chance, PayPal won't protect you any more than paying cash will.  Lost $200 once because PayPal refused to stand up to a seller who apparently dropped a brand new carburetor on the throttle shaft and then boxed it up and sent it to me anyway.
Filco Majestouch-2 with Cherry Corp. doubleshot keys - Leopold Tenkeyless Tactile Force with Wyse doubleshots - Silicon Graphics 9500900 - WASD V1 - IBM Model M 52G9658 - Noppoo Choc Pro with Cherry lasered PBT keycaps - Wyse 900866-01 - Cherry G80-8200LPBUS/07 - Dell AT101W - several Cherry G81s (future doubleshot donors) (order of current preference) (dang I have too many keyboards, I really only need two)

It is possible to withdraw the money from the paypal balance then close or change the bank account. There is no way to get your money back this way unless you have connections with the mafia.

f paypal, NEVER pay with paypal balance, always transfer every cent to your bank account before you do transaction.
NEVER pay with your bank because it's better to...
pay with your credit card, all the time, sure there might be some times when you might have to pay a .03% fee, but you'll know that if something goes wrong, call them and say "chargeback" the magic words that paypal hates, because paypal resolution center will drag out for weeks and... there's a 50/50 chance it will not end in your favor? but a chargeback is 100% in your favor.

still I would ask him to do a detailed online invoice

so he has to describe exacly what he is selling you, and when something goes wrong you can say that the items you recieved diddnt fit the description etc.

In my case, there really wasn't one.  I had pics of the undamaged shipping box, and the damaged carburetor.  The PayPal arbitrator refused to give me an email address or snail mail address to send the pics and instead insisted that I get two or three (I forget) quotes from "experts" to repair the item that I was sent.  The problem is that the carb in question was an Edelbrock Thunder Series (Carter AVS clone) which is basically a commodity item, you can get it all day every day from a speed shop for $300 or less.  So it's not worth repairing if it's busted, and The Carburetor Shop, Daytona Carburetor, etc. all said that they just wouldn't work on them, because it wasn't worth it.  I sent all those emails to the PayPal arbitrator and they basically said that because I didn't provide the required information that I was ass out.  And the seller gave me a negative for filing a false claim.  So caveat emptor.  Next time I'll just cough up the extra money and buy from Jeg's or Summit Racing.

Anyone want to buy a carburetor that needs a new base plate?

Fortunately the only time I've complained I was refunded, but in my favor I wasn't alone. It was simply a CD bought overseas from a US seller four years ago, about a month and a half passed without news from the item and the seller didn't respond. The store had some ten thousands of positive feedback, but all of the sudden negative feedback started to rain in the following weeks due to unreceived items and no reply, so something went wrong. I was then noticed by email of it's approval, and the refund came a few days after.

your claim was different, it was for not received items, any paypal monkey employee with half a brain can figure that out in your favor, what a dumb paypal monkey employee will mess up 100% of the time is claims that the item was "defective" "fraud" "not as described", this is when paypal sucks.
