Dremel alternatives for bolt mod

I've been looking to bolt mold a Model M but don't have a Dremel.  Having gotten by without one for so long I'm not keen on shelling out for a one-time operation.  I found this cheaper alternative that has favorable reviews:

It's a Black & Decker with three speeds, the lowest of which is 12,000 RPM.  The lowest speed on a Dremel 300 is 5,000 RPM.  Do you think the higher price of a Dremel would be justified for the more controllable speed?  I'm doing a gray label Model M as a test run before I go to a Spacesaver, so I'm trying to figure out if this is a case of pennywise/pound foolish (or Obamanomics, depending on your political persuasion).
