If you scroll almost to the bottom of the page, you will see a picture of the key cap removed. This picture reveals that the keyboard has Mitsumi switches, which I would say are mechanical. However, they are not in very high regard. Some collectors don't want to call them "mechanical" because the actuation method consists of an arc of conductive rubber on the bottom of the slider. I have seen it called "rubber dome on a stick".
The ones with coiled springs underneath the key caps are linear. There are also versions with rubber sleeves underneath the key cap that are tactile, feeling a lot like rubber dome switches.
Because of the rubber arc, the actuation is about half-way. The landing in some versions of the switch is a bit mushy, but some variations are not mushy at all.
Is it worth $45? Meh... Maybe it is worth that much because of the caps in Russian, but I am not sure. Used Mitsumi boards are pretty common and shouldn't fetch much. The ones with rubber sleeves are much more common, though.
BTW, weird that the board has the same profile on all rows.
