Seems odd that someone would  sell a set so cheap. Anyone have any experience with these keycaps? Are they any good at all? Is this seller legit?

Those are just a replacement set for the Mionix Zibal 60. They're just stock keys, not very high quality. I'd compare them to the Razer BWU's keys. Similar quality.

Not personally had any experience, but they've been being sold for months, this is about the 3rd thread on them. Not many conclusions on them but here's some of what was said; http://geekhack.org/index.php?topic=35400.0
KBC Poker - Red switches. Noppoo Choc Mini - Black switches. Leopold FC700R (White) - Blue switches. Ducky YOTD - Brown switches. Razer BW - Blue switches and rusted.

Ah, I guess they found out the red WASD is fairly popular, and that will bring them sales.
