Saw it on ebay, too. As it's honeywell branded and made in Mexico my guess would be maxi switch slider over rubber domes.

That looks like a variation of the DEC LK401 terminal keyboard
I have had one of those. It had quite horrible rubber domes.

Interesting 'H' keys though. Just like on the Amiga!
