cb = citizen's band radio.  This was a chat system before IRC.

I rang up a $90 bill within 3 days after opening a CompuServe account.  My parents were royally pissed.  It was $6 / hr @ 300bps.

citizen's band is a radio range the FCC allows for general use (27 MHz IIRC). Lots of people use it to talk to nearby trucks on the highway. It can be quite useful.

As it turns out (and I didn't know this until this topic) it was also used for digital telecommunications for a time I guess?

edit: turns out it is different but uses the CB radio paradigms as a metaphor for chat, many of these still persist today
