Try a simple USB -> PS2 converter see if it works.

I bought a ps2avr board a while back and the seller gave me a usb dongle that made it work perfectly without the need for connecting to the Ps2 port. However, I believe it acted as a converter of sorts

You could also try holding the u key for usb, the p key for ps2, while plugging it in. If someone set it to ps2 it well do what you described. Holding both makes the keyboard autoselect. This is all for ps2avru.

Can the buyer just get a ps2 to USB converter?
