As in the title. I have an Akko 3068 on the way, but I (perhaps late) wonder if they keyboard is even usable if the bluetooth and/or battery should fail?

I would assume that putting in the cable would just make any board work properly bluetooth or no, but perhaps I'm wrong.

Otherwise, that is something that is different between different Bluetooth devices.
Many Bluetooth devices use the USB port only for charging while others treat USB as another host it has paired with and could switch to at any time.
