Computer Audio Hiss

Lately the hiss I get from using the audio ports in my computer has been really bothering me, so I was wondering if anybody here has any recommendations for something external I can use for my headphones.  I was going to just go down to the store and pick up some basic creative external sound thing, but I thought maybe I should ask first and see if there's something specific I should look into getting.

I would ask on head-fi but I have trouble believing anything people say over there.

Possibly analogue noise. Friend of mine had noise on his monitor from using his VGA output instead of DVI. Old onboard sound chips can make noise when the CPU is working or when you change the volume. Electricity does funny things.

I would try leaving the main volume in Windows at 50% and cranking up the wave output instead, turning off onboard stuff you don't need in the BIOS. No experience with external cards, sorry.
