The Q8 basically applies to credit card transactions based on the content.
It says that: If your bank authorization fails, your order will be voided (?) and they cannot charge your credit card for the money. It also says that in this case you should contact the bank for some authorization code (?) so that PCHOME can assist you in to contact the bank so as to cancel the transaction( I am just translating literally). After that you can reorder.

Anyway, I had a Paypal payment failure before, paypal did not charge me, the order was not placed

what does your user account page looks like?

PCHOME makes it hard to contact them if they are any issues that crops up. The navigation to that page when you do not understand Chinese is very hard. For the OPs case, I could not find the page to contact them for problems

Now this could explain why their keyboards are so cheap. Damn.

Looked up in wikipedia, and the Taiwan VAT is 5%. Are you sure the £28 extra is the VAT only ?
