I want some advice on getting a second mech keyboard.

So I got a Das with Browns last year, but recently I got some extra money, and I feel like getting a board with Blues. My budget is strictly 100 US dollars. The three keyboards that I'm considering at the moment are the Cooler Master Quickfire Rapid, the Rosewill RK-9000, and the White Leopold TKL(At the moment it's on sale for 90 dollars). So it would be great if anyone who has any of those boards could give their opinion on them, or if anyone could recommend a different board.

I really like the Leopold boards.  For the price I think the build quality is very good.  I own three of them - two MX Clear boards and an MX Blue board - all TKL.

the cm quickfire has ugly and excessive branding which is its downside .
the rosewill is the same with their ugly logo .
the leopold in my opinion looks the best but it has cherry stabilizers (both of other boards you mentioned use costar which I could safely say is better).

if you need the numpad, it's no brainer . rosewill.
if you prefer TKL, CM quickfire if you don't mind the look. if you do find it ugly, leopold.

The Quickfire Rapid is an excellent quality keyboard... I recommend it if you can tolerate the weird font and excessive branding.

If I got the Rapid, I think I would replace the keycaps with a keycap set from WASDkeyboards or some other keycap seller.

On a related note, are there any places that sell keycap sets other than WASDkeyboards?

If you could stretch that budget ever so slightly I would say get a WASD, but wait until they introduce PBT keycaps later this year.  Or if you have a board w/ Cherry keycaps that you're not using get a WASD "barebones" and be done with it.  My ONLY complaints with WASD (and I'm typing this on one, with blues no less, right now) are that I prefer the styling of Filco/Leopold (like the more compact, squared off case) and that the space bar isn't heavier weighted (but that's fixable if you can solder, and is common to most mechanical keyboards save for Cherry branded ones.)
