Anyone who wants to purchase 45g realforce should buy this and sell the caps, or vice versa. Anyone in the US can do it. I don't feel like purchasing a board that I am sure that I have to sell, but that is just small inconvenience. I guess I don't want the caps that badly.

I believe it is an auction. "OBO" usually does mean "or best offer under asking". I think it this case it is "or BETTER offer." :P
