Is there a tutorial available for laser engraving and then filling in the hole with the desired colour of paint?

Are you asking for a DIY how-to or an article about how it's done in a production setting?

Everything you just said aside from the paint is specific to the engraver itself.
I can't help you with the paint question tho. Some form of long-wearing acrylic is probably a good start.
