Oh come ON guys.
It's a Point Of Sale or Reservation System keyboard. How can nobody have noticed this right off the bat? The three black circles in the top are mounts for display or holders, or possibly attachment to the base. (The 0/00/000 layout of the numpad also gives it away.)
Olivetti keyboards come in several flavors, which include rebranding genuine Cherry G80/G81 family (which this is not) and nice rubber domes. Given the odd keycap profiles and such, I'd have to guess this is a rubber dome, but can't say for sure.
