Yes, their plan is actually not to release the CM Storm Alcor in the United States, but its upgraded version, which is exactly the CM Storm Alcor+.

Would you say that the build quality for the Alcor is higher or worse overall than their competition's IME 3 clones (G400, DA 13, Rival, Zowie EC? etc) OR are they all relatively the same?
The AVAGO 3090 has been tweaked and perfected to a level I've never seen before on the CM Storm Alcor. Now, the CM Storm Mizar (AVAGO 9800) was looking pretty bad on the prototype I tested, one of the highest LODs I've ever seen on a gaming mouse.
Now, the internals on both are:
- Right and left buttons: OMRON D2FC-F-7N 5M
- Middle buttton: Zhij Switch
- Side buttons: Zhij Switches (they're a bit unresponsive and I don't trust this brand one bit when it comes to durability)
- Scroll Encoder: TTC
- DPI Buttons: Unkown Brand, it's a Panasonic Square switch-type, it's stiff and unresponsive.
Now, comparing them to the others, it's surely not one of the best, but still not one of the worst. But sure, a downgrade compared to Spawn/Xornet/Recon.
And comparing to their competitors, each one of them has its weak/strong points. Logitech normally uses the best available for the left/right switches, but the scroll wheel encoder, side buttons and middle button switch are normally bad (and god, I
hate Logitech's scroll encoders).
Zowie uses an ALPS scroll, which is just lovely. HUANO switches are also not bad, but from the feedback I heard from its users (I never used one), there seems to be a few points that could be enhanced on the mouse.
Steelseries is also a company that did a downgrade compared to how the internal quality was on the previous models. Instead of using high-quality TTC switches used on the Sensei, they're also using the Zhij crap on the Rival.
Razer upgraded the main buttons on the 2013, which is just great, but they replaced their side buttons for switches from Kailh, which is another brand I just wouldn't give a penny to.
