That's looks like a normal Model M internals put into the case of an old terminal keyboard. I would guess that the internals are newer.

No, these were production keyboards.  You can find a few threads about this model in the Keyboards forum.

Is it true that they weigh more and require more force to depress the key versus a 1391401?
