It's almost definitely a keyboard :P

Any labels on the back? Any additional information at all? There's not really much to go on unless someone happens to recognize that exact board.

It looks like Cherry profile caps but without any identification at all it's kind of impossible to tell. If you can get the FCC ID, label, brand, or something, we could probably help more.

Man, ANSI LShift with an ISO Enter looks like a terrible combo. I think I'd like the reverse though.

Wrong!  Short left shift is Gross.  lol.
