Interesting. It's definitely a Model M clone, but it still has a detachable cable.

most likely a dell-branded keytronic capacitive. dell did put their name on model m's as well.

it says individual rubber for each key... would this just be an early rubber dome, or a capacitive dome?

Rubber dome. Even if it was some random capactive switch, it wouldnt be all that good.
