Republicans tend to live in less populated areas, it's pretty easy to count the 7000 votes in your county all done in person on a machine.
Dems on the other hand tend to cluster in cities, you may have 500k to count and any that get mailed in they have to be collected and each needs to have a signature validated before it gets counted, so dem votes get counted slower. And since they are not connected online, they have to report them in manually (harder to hack), counties report in at various times and stages so you can get big swings when a dem district report in.

Keep closing polling stations and more people will mail in, those get counted later. Where do they close polling stations, in high population dem districts. As such you see a big surge in Dem votes later on. Republicans have no one to blame but themselves for late surges.
