Specs & Setup:

MSI X670-P
Geforce 3090 TI
Corsair Vengance 64 GB Ram.
SSD 1 TB Crucial
Ryzen 7900 CPU.
Seasonic Prime PX 1000 watt.

I use  2x  LG 4k monitors at 42 inch  at 60 hertz, monitor setup as implied by the screenshot, one on each side, and a 27 inch, 1440p 144 hertz monitors in middle and on top. My 3090 TI is capped with 4 monitors, so I then use a smaller 1080p USB monitor as a 5th monitor.

Computer has just been reinstalled. All drivers intalled via the MSI installer.

How I use my PC:

I keep 50-60 tradingview tabs (for investing and trading, the markets.) open at all times. My memory tends to be maxed at 50-70% use. I have discord, spotify, and MT4 terminals open.

The "Stuttering Lag."

Happens once or twice per day. It is fixed after a restart, or when apps are being shut down and I somehow manage to "cancel" the restart (the black popup screen showing its closing apps before executing an actual reboot. Something I can press cancel, and the issue is fixed.)

Most time it seems to happen "randomly", but it can sometimes be triggered for a short while if I open task manager, or is triggered specifically by opening task manager.

The PC will run normally. My tradingview tabs will show and update charts as normal. The PC itself is not lagging. The mouse is however stuttering and constantly moving around, but still in the direction I move the mouse. It would jitter,  and skip, almost like a linear regression model, that instaed of following the intended movement pattern the mouse physical movement would cause on the cursor on the screen, it would instead move in a jittering pattern, above and below, the expected projected mouse movement pattern.

Going forward I will keep an excel sheet and take note of when and how it happened, and what I last did to trigger it. But on top of my head, it seems to happen (time of day) around 7 am to 10 am new york time, and less often on weekends. (Maybe triggered by tradingview tabs or task manager) but sometimes its randomly. Will try to capture a video if the lag / stuttering is not eqasily explained.,

It has also happened on a previous, similar PC installtion with similar apps and settings, but with different hardware. It is however happening less on my current PC.

Software Setup:

Start11 V2 as a replacement to the regular windows 11 taskbar.
No overclocking on hardware.

Things I suspect could be the issue:

- Start 11 software
- high volume during market hours via tradingview, disrutiong browser tabs.
- USB dongles in the hub.
- Motherboard compatibility issue with USB hubs.

Wireless mouse, however, I doubt this is the issue. The "stuttering" seems to happen on a PC-software basis, not the mouse. (Razer DA v2 pro.)

Mouse is connected to an external hub. Do you think this could be the issue?

I have tried to look at GPU or CPU spikes, and while it MAY happen right around the time, the CPU goes back to normal levels while the mouse issue persists until I perform the restart or "restart cancel" as described.

USB selected Suspend seems unlikely as the trigger happens while I use the mouse.

I can plug in any mouse and the issue would persist. In fact, I have two seperate Razer Da v2 plugged in at all times with dongles.

Mouse click have significant delay. If I click on something, there will be a massive delay. Also, my keyboard will experience a great delay, but it will eventually happen/open things. For example, if I do taskmanager CTRL+ALT+Delete. If the normal is 1 second, during the jittering, the delay to open taskmanager with the shortcut is between 30 to 60 seconds.

Memory usage does not appear to be spiking substantially, at least not during the jittering, but yes CPU and ram may have spiked right as it happens initially but not something I can notice manually fast enough.

If anyone knows what might be causing this, and if it requires me to potentially remove some of the software or setup I use, please let me know.
