Art is never cheap unless you do it yourself. Plus Ooompa Loompas have found better paying jobs.
Gnomes are more clever though (just thought I should throw that out there).
It's definately not cheap for me to make that I can assure you.
Paper or plastic?
The price for one solid color skull isn't bad. The tri color gave me the 
look. I'm sure that one had more involved in the making process.
Much more involved, infact it takes 5x longer to make the tri-color ones than the solid color skulls as well as having a lower success rate in production.
Doing it myself isn't cheap either, considering how often I would have to redo due to some major failing on my part...
Indeed (and I have failed on lots of tests), and you have to consider this-
1) equipment costs (100% designed and fabricated by me)
2) tooling costs
3) molds
4) maintenance/repairs
5) R&D
6) prototypes
7) tests
time! eeeek!
9) materials
10) fair gnome wages

These look really cool, but I have a bad feeling my fingers won't like that protruding texture after a while :S. I could always put it on something like an escape key I guess, though I would be more interested in a WASD setup .
Of course one could do anything they want with them, but yes these ones in particular are intended for the top two rows as either accents (like esc) or helper keys (ok, and they also look awesome). An example of the helper key is similar to the nubs on F and J.
I can touch type but I don't always have a good grasp of the top number or function row. However with some cleverly place skulls I am always able to locate them when typing and know where I am in relation to other keys (especially if you don't use them often).
The skull texture, aside from protruding is slightly smooth/rounded so it doesn't grate on your finger.
WASD keys are also in the works. =)

Skulls are still popular in MY kids high school. He wears this sweatshirt by Alaskan artist and paleontologist Ray Troll. Other parents aren't happy with the way we clothe our child.
I think I need that shirt! Many lawlz! XD
