How to start a poll?

Hi, I am wonderin how to start a poll?  I would like to know how before I try it.  I did click on "New Topic" but did not see any options, like setting "radio" or square check mark spots.  Or, is this only for admins, etc?
I have a question in mind and would like to present it to the GH comm.

Sorry if this isn't the right place to ask this.  Please let me know.
