It's my concern because I've been advocating a non secretive bidding system on a community I partake in. This is a community right?

How do I know the first did not offer 30? Yes it is a community and it appears a few of you think you are the sheriff's. Again, get over it. Better yet, maybe everyone should ask you to set all their prices and place offers through you.

I wish my sheriff shared my high culture beliefs with me, it is a a **** move to persuade someone for a "cut" in line because you are willing to pay beyond his asking price. I'm pretty sure everyone was taught "no cuts" since they were 3, BACK cuts at BEST, but you are never getting in front of me. If he wanted to auction this off, I'm sure he would have, but he chose NOT to. It is NOT cool to try to bully sales around with your money.

There is a set price. I don't know anyone who goes into a store and pays more than the asking price unless you're looking to bribe someone into selling it to you instead of someone else.
