I am not endorsing them by any means but some eBay retailers that have a storefront run transactions outside of eBay automation due to low margins and PayPal fees
Your credit card will give better protection than PayPal that is for sure :'(

Just a heads up for anyone looking to purchase this --

You can also buy an AMEX gift card and give them those digits instead. It will act just like a credit card, you won't be giving away your normal account and they can always back you through billing disputes

No they do not.
I have bought from several vendors on eBay with the same policy.
I use PayPal frequently but that does not make it the safest way to pay.

You should judge a vendor by reputation like people in most hardware forums using heatware eBay has there own feedback system
