I'm looking for a keyboard for gaming that has red switches and minimal actuation and travel distance. What option is best in these two particular regards?

Actuation and travel distance are a characteristic of the switch, so they'll all be the same.

You can reduce them yourself by modding the switches, though.
Buying more keycaps,
it really hacks my wallet,
but I must have them.

Buy any MX red keyboard you please and get the thickest o-rings you can find along with it.

Go for the orings/dampeners that best suit you. The caps shape may add to the feeling of shortness, but not the actual geometry though. DSA and cherry can "reduce" the travel distance of the overall assembly.

I tried some black o-rings on an MX Red KB I had and the o-rings made a considerable reduction in key travel.
