They're not the poor man's rgb caps.  There's a functionality behind them.

Way back when, you'd often have a template positioned above the function keys, and each key could be pressed with modifiers.

The functions were color coded.  For example:



And for the F's:



You put the stickers on the appropriate keys to make it easier to remember the functions.

Actually, that's precisely why I call em poor man's RGB caps. Why else do you think they made RGB caps? Usually those would be boards bundled with specific software, like wordperfect up there, or custom ordered by some large company: RGB caps are much more obvious that little stickers with coloured dots.
