It appears to be some sort of hybrid mechanical/membrane keyboard like the model M and seems to be availible in germany under the keysonic brand for fairly cheap. (€16,55
here

Don't bother with it.
Three months ago I've got one from a local Keysonic dealer but it was POS; much worst than other 10$ membrane keyboards I've used before.

You can get it
even cheaper
.
Judging from the price, I'd suggest it to be just a standard rubber dome board. Maybe the white plastic part is just there to keep the keycap from wiggling around too much.

Some old rubber dome keyboards (eg. Dell Quiet-Key) used a sort of pseudo-keyswitch construction between the keycap and the dome. Doesnt make much of a difference in my experience.
