Is there a way to swap the FN and WIN keys functions? As in I'd like the WIN key to be on the right side and the FN key to be on the left. I was able to get the FN key to the left with the dip switch, but wasn't able to get the WIN key to the right.

The Fn key is hardware only. It cannot be switched with any other key.

Hardware only? Why is that the case for the function key, and what is the other option? programming it, like though the controller? Are non-hardware reassignments possible for all other keys? Is this just the case with Poker II?

It seems to be the case with most Function keys that they are hardware only. Pressing them doesn't change or signal the OS in anyway, thus they can't be intercepted and changed by it. You could change them via the controller, if the controller allowed it, which most consumer boards don't.

According to the Poker II manual, the Left Win can be swapped with the Fn key by turning DIP switch 3 on.
