The part number is the OPN - so when you ordered an M15 from Options, you specified a PN 13H6689 not an "M15." Plt No L1 confirms it as Lexmark, Kentucky plant (this is consistent across all IBM keyboards) - which is the only plant to manufacture the M15. The OPN distinction there is important - you've got an extremely rare Lexmark branded M15.
The M15 serial numbers started at 0000000 - so it would technically be the 328th. However, the highest observed serial number for '94 (reset to 0 for '95 for some reason) is 0001895 - with the lowest seen in the wild for a '94 being 19. And it's unknown if the Lemark branded ones are in sequence with or separate from the Options sequence.
Given the spread and other data, I suspect the entire production run for 1994 may be less than 3000 units and they're shared for both PNs.
