Value of the 23U shouldn't be anything short of $200 at the moment. Countless number of people in classified that want a 23U.

Tipro is a number pad and it has a LOT of programmable keys

OP just get this and wire it with a teensy and build/find a case for it

I love Tipro keyboards. So many modules and layouts. Programmability in 4 layes is very nice. Good Cherry MB Blacks.

1st link: looks like the Board has already a controller build in (pics of the PS/2 connecter a very dark, but I think there is one). So no need of a teensy.

2nd link: perfect for your personal Matrix Layout

3rd link: yes the same, the cardreader could be easily detached. Here you could see the built in controller for shure.

Some hints:
Software from Tipro works not at Win 64Bit over PS/2.
And you only have 2KRO. But I also use one modul for gaming without issue for me.
