Because Cherry doesn't feel like making them.  The only difference between RBG blues and regular blues in the housing, no difference in assembly, or the stem.  If you want one just by one with any other switch and swap the stems/springs.

I remember some guy who worked at Cherry was begging people on reddit to stop ordering blue switches because the tooling to make two of its pieces is decades old and break down easily.

I guess Corsair's contract with Cherry prevents them from using Kailh blue switches as an alternative?

Wasn't that ending sometime soon though?

Well, Cherry has been having some issues with MX Blues in recent times...there have been a few bad batches where lots of people were getting keyboards where one or more of the MX Blue switches had inconsistent or no click sound. Maybe Corsair got unlucky and the RGB Blues got what turned out to be another bad batch of stems?

Doesn't matter since RGB are not compatible with standard switches. You couldn't use Kailth on a PCB meant for Cherry RGBs.
Well you probably could, but only if you didn't use LEDs, but then what's the point?

Cherry RGB LEDs are not in switch like standard cherrys.  They are surface mount on the PCB, hence the reason for the clear housing and the lens at the LED location to help distribute the light.  Unless the switch pins are different you can still use kaliah switches, but you would have t cut out the portion of the switch that covers the LED.  Much more work than its worth.
