IBM Pingmaster Key Input Issues

I just received an IBM Pingmaster NIB keyboard.
However, some keys (s, 4, =) don't enter. When I put them, I can hear the ping sound from the keyboard but nothing appears.
Is this the defect of my keyboard? Can I fix it or map it?
