What is a pre-soldered PCB

I have been reseraching PCB's and I have seem some called pre-soldered or with soldered underglow? Does this mean that I would not solder my pcb to get the switches on, or just that the PCB itself is all together

Means it comes with the diodes, resistors, and microcontrollers necessary for it to function.

You still need to solder switches.
