Really weird problem with the calculator key

I recently got a repro Model F122, I love this absolute unit of a keyboard and how straightforward it is to assign keys with Vial.

I've run into a really weird problem though: running Win 10 IoT LTSC and in Vial, under Keymap > App, Media and Mouse > I've assigned Calc to a key, but it only seems to actually launch the calculator when window focus is exclusively on any microsoft management console (MMC) window - whether it's device manager, print management, or computer certificates - as long as it's a windows MMC snap-in, and I'm focused on it, pressing the calculator opens up the windows calculator as expected. But any other program window - windows explorer, notepad, firefox etc. and it doesn't work. Not even clicking on the desktop and hitting the calculator key works, only MMC snap-ins.

Anyone ever seen anything like this before?

Update: holy crap. It was Microsoft Mouse and Keyboard Center! Removed it, and suddenly the calculator button worked again.
