They can collate sets but its for an additional charge.

If I recall correctly, they aren't THAT sadistic (e.g. box of 40k keys, find the one remaining look of disapproval key!).  They make the keys in batches, so all the blue returns go in one bag, all the looks of disapproval go in another, all the A keys from the standard set go in a bag, all the windows keys from the standard set go in a bag, etc.

Guess how much it costs to make custom keycaps for a $10 mass produced keyboard.
