The layout reminds me of the layout of the japanese IBM JX.
The switches are NEC's own.

The blues are supposedly lighter than a Cherry MX Blue.

Are the whites clicky?

They are not clicky and pretty light.

The blue switch on the boards is super heavy. It literally feels 3 times as heavy as the rest of the switches. I'll just buy it from him tomorrow. If i don't make an offer it's gonna go in the scrap box they sell to recyclers for $0.25lbs/

This keyboard was made for NEC PC9801VX(80286 8/10MHz) , PC9801vm(V30 10MHz), PC9801M(8086), PC9801F(8086), and PC9801E(8086) series in 1980's. I had PC9801VX2 in the past (I bought it at 1986, it cost $4000). The blue switch needs 260g to push. It is assigned to STOP key, and is equivalent to CTRL+C. The later 80386 model has 15 functions keys (vf.1 ~ vf.5 are at the above of the ten keys). The switch is NEC original.

Sorry I should correct, not 260g but 225g. It is measured by this site:
http://www5f.biglobe.ne.jp/~silencium/keyboard/html/pc98pc88.html (in japanese)
The exact same keyboard is not shown on this site. But early PC9801 keyboard is resembled to PC8801 keyboard (Z80, 8bit PC).
I remember the STOP key is heaviest, but COPY key (= Print Screen function) is not so heavy.

NEC original key switch is described here:
http://sandy55.fc2web.com/keyboard/nec_switch.html

Translation of Section I-6 is:
"STOP key has so heavy spring. To avoid to mistake, its case cover is yellow (some model's slider is blue).
'\', SPACE, Enter, SHIFT, cursor, NFER, XFER are slightly heavier than other keys. These keys have white slider."
