Nope, it's just a cheap, reliable RD keyboard in Korea.  Nothing special about it other than the fact that it was popular amongst Starcraft players for being cheap and ubiquitous.

I just played some SC2 with it... amazing lol best rubberdome feel ever. It doesn't quite compare to all those other standard rubberdomes for some reason which is weird

Some older rubber domes I've used have a similar feel and the Sidewinder X4 actually felt pretty good too in spite of being RD.  It's just a decent, cheap, easy to find RD though.

Thinking about this makes me want to dive into Topre everytime lol since some people say it's a mix of rubber-feels and cherry springs

It's pretty level with normal caps. The other two were on top of the normal 1 and 2 key. Partly because the skull is a topre.
