It is a good place to start... Then once you got the basics down, you could get on a course... or an English dictionary

A single dictionary, video-games, internet, six years of self-study (at least 2 hours per day) on games, forums and the whole internet (and ofc, in english), and about two years with a good private teacher. That's all I needed to reach my current english level, which includes speaking with different accents when I want to.

Most courses can't teach you anything at all, getting a private teacher is far faster, more efficient and in the end, cheaper than doing some low quality 6-8 years course.

I definitely want to agree about private teaching. My only experience, however, is in music where it's basically required if you want to ever get somewhere. Personal attention forces you to stay on top of it and makes sure you really understand and can use everything you're taught: it's a much more wholesome learning environment than class situations (obligatory imo).
