Well, assumptions are rampant. Since i live in the US i assume everyone else does. So yes, it was meant for movies not made in the US. In todays world its more complicated because there are many movies made abroad that do get funding from hollywood studios and vice versa.
But since we live in a global world, perhaps any movie can be foreign.

there is some European movie coming out that is about dinosaurs in modern times..i saw a trailer somewhere and it got me excited..too bad i didn't save the link
and the name is escaping me as well

How could I forget Iron Sky?  So campy and ridiculous, but just a fun overall movie.  And it's on Netflix and I think Amazon Prime.

The Triplets of Belleville is tremendous fun!  One of my all-time favorite animated movies.

Another that's kind of stylized but really well written/acted is A Cat in Paris.  Not sure it's "foreign," though...
